The social work-based program will target the Hispanic community, which is the second largest in Miami, with a population of 349,001 (United States Census Bureau, 2018). While there are no official statistics, it could be assumed that since Hispanics are the second largest population in the city, they also form a significant part of homeless people, especially because most of them are from low-income families. The social work intervention will be addressing the problem of homelessness, which is one of the major products of poverty in the city. Miami continues to see a surge in the number of homeless people for various reasons, including abuse and poverty (Robertson, 2019). However, this program will focus on homelessness that results from poverty for a period of one year and will start off with 50% of the Hispanic homeless population in Miami. The figure is meant to act as test study which will yield outcomes to be applied in similar programs in the future. The effectiveness of the program comes from the fact that it will not only deal will rehabilitate the homeless and further provide poverty alleviation schemes for them. In doing so, the program will infor decriminalization of homelessness, support a change of attitude, and even attract more people to help solve the problem of homelessness. It hypothesizes that each individual is valuable, can change, and have an inherent desire to draw meaningfulness out of their own lives.

The rationale of the program stems from the tenets of the Humanistic theory. One of the leading social work, the humanistic approach stresses the value in each person, understand their behavior from their internal frames of reference, notes that everyone is capable of changing for the better, and vouches for wellness through such qualities as genuineness and empathy (Duff, Rubestein & Prilleltensky, 2016). In light of the theory, the program takes a dual-design entailing therapy and consequent poverty alleviation interventions like employment. The rationale for this design is that homelessness is a multifaceted problem stemming from a wide range of sources, thus, merely getting someone out of homelessness is not enough, there is need to deal with what caused their homelessness if the problem has to be solved holistically. The theory provides for this because it comprises various forms of psychological interventions and therapy aimed at bringing social change in a person. In regard of the theory, finding a solution through the program depends on the conditions set below:

        i.            If the government, as the main stakeholder, is able to utilize research-based evidence to understand particular causes of homelessness among the Hispanic population.

      ii.            If the government can mobilize enough financial and other material resources towards a seamless implementation of the multi-design social work program.

    iii.            If the government can rally all the involved stakeholders and come up with a one-size-fit-all framework and map of action for the one year that the program will run.

    iv.            If the outcomes of this program can be measured and replicated to the rest of the homeless community populations.

The primary goal of the social work program is to solve the issue of homelessness in the city of Miami through its decriminalization, psychological therapy, change of attitude, and poverty alleviation. To achieve this, it will follow the objective below:

        i.            Attempt to promote self-actualization among the homeless people, harnessing their potential, free will, self-determination, and resolution to get the best out of their lives.

      ii.            To inculcate positive thinking and view of the world, including their families through context-specific initiatives and empathetic approach, which ends at empowerment and holistic personal growth.

    iii.            To turn the curse of homelessness plaguing the city of Miami into a blessing and, while at it, show the victims that they are valuable and have the power to turn their lives around and be like the rest of the members of their societies.

    iv.            To study the outcomes of this program and potentially tailor it to other homeless populations as a means of completely eradicating the problem.

The workers involved in this program include psychologists, nurses, physicians, and non-profit organization workers. Psychologists will come in handy for mental health diagnoses and supervising counseling and therapy sessions. Apart from most homeless people having severe mental issues, staying on the stress has taken a toll on their psychological wellbeing, and correcting this issue would be the first and most important step to full recovery and rehabilitation. The nurses work in tandem with psychologists to provide empathetic and context-centered care as physicians work to give the actual quality medical interventions that will be recommended by the psychologists. Nurses, in particular, are critically involved in implementing a person-centered care approach in achieving goals that will promote holistic growth and overall wellbeing of the people. Non-profit organizations and responsible government agencies will combine efforts to fund the program. It is a huge and extensive undertaking, which requires a substantial financial muscle. These entities could also step in for poverty alleviation by providing employment or even creating policies that eradicate or minimize the problem among the Hispanic community in Miami City. The social workers will follow up with the clients through constant visitations at the various facilities for those at the first phase (therapy), and also through appraisal reports from companies for those who have managed to join the second phase of the program (employment). The model of involvement is expected to give the recipients a positive outcome, restore their usefulness to the community, and significantly improve their quality of life.
